Review of Elementary concepts
a periodic motion of a particle is one which repeats itself over and over again. the motion is bounded, which means that it is confined to a finite region of space. this confinement is the result of the interaction of the particle with other particles, including matter in bulk. thus, in planetary motion the interaction force on it is the collective effect of all the water 'particles'.
the periodic motions of the moon and the planets have played important roles in the development of physics. kepler's discovery that the planetary orbits are elliptical with the sun at the focus, that the sector velocity of the planet is constant, and that the period is proportional to the 3/2 power of the major axis of the orbit, supported the hypothesis that the gravitational force is central and varies as the inverse square of the sun-planet distance.
another important example is the motion of a charged particle in a unuform magnetic field. in a plane normal to the magnetic field, the orbit will be circular with constant speed, and if the particle has a magnetic moment, it will also precess with a frequency proportional to the magnetic field. when applied to the nucleus, the measurement of this precession or gyro frequency is often used as a means of measuring the magnetic field.

HR Professionals are Also Struggling to Define Effectiveness
The Ombuds profession is in the same situation. If Ombuds do not demonstrate a positive cost benefit, it will be difficult or impossible to rebut a contrary assumption. While it will be hard to prove return on investment, it is up to Ombuds to do so.
Effective Leaders Protect Ombuds
With respect to Ombuds, Nye says:
On an everyday level, whistle-blowers can play a disruptive but useful role in large bureaucracies, and a smart leader will find ways to protect them or channel their information into institutions such as through ombudspersons.

bizarre anniversary
On march 30th 1969 at 385 geary in SF a man named Jeffery Young was having a very bad day. We can not at this point go into what or why he was less than up but his actions can safely lead us to the conclusion that he was somewhat depressed.
Mr young jumped off a building. falling over 130 ft toward his intended target, the ground.
He missed.
Our car, sensing his distress, Gave The final sacrifice and leapt under him.
He landed on us, My whole family plus my grandmother on my fathers side.
Five of us (suddenly almost six) in an Alpha Romeo coupe.
I took a whack to the head, as did my grandmother, (died nuts, I'm only strange, She got hit harder.)
One can probably assume that Mr. Young wanted this event to be an escape or at least an end to all his worries. Our car denied him this.
He lived. For all I know he's still alive as he was only nineteen at the time.
Verification can be found in the archives of the oakland tribune via newspaperarchive.com (and yes they will want ducats)
send foil hats to Sebastapol
I have a particular hatred of people who embrace stupidity and fear. (there are those who would state that those that fear wireless networks are merely ignorant, but as the information debunking fearful positions is readily available any attachment to an unsupportable conclusion is choosing to remain in ignorance and is therefore stupid.)
I have had similar experiences. We got many pallets of wireless gear from 3com a couple of years back and offered to set up wireless access points all along University (a major street in berkeley not the educational institution in Berkeley.)for free to any business along telegraph that wanted it, We lined up an upstream internet provider and had clients lined up.
project died because one of the players involved thought that it would cause a "radiation problem"
I was told this over a cell phone.
Back to Sebastapol, I say recall the politicians involved as they demonstrate either fear of things they do not understand and an unwillingness to avoid their fear through simple education, or they fear the power of ignorant cowards. A more cynical option would be that they are making a play based on a true knowledge of the electorate and that pandering to ignorance keeps them in office.
I submit that recent presidents demonstrate this but it is interesting that it can be so readily demonstrated on both sides of the political spectrum and what does it say about the people of sebasatpol? Or the rest of us? The case against wireless is has as little merit as those proposed by various hick school boards in kansas. As they are elected officials the method of correction should be obvious.
What makes this even more amusing is that they could quite possibly use wireless to lower the net load of "radiation" as they could Possibly move some (most, all?) of the existing cell phone traffic to voip over wireless and hell, Might even end up with free local calling as a happy consequence all on a fraction of the power used by the thin, chrome, microwaves they currently glue to their ear.
One of the best definitions of humanity I have ever encountered was that human beings process information better than anything else we have yet met. Better than any other animal. Better than any machine. It has also been said by many that are considered wise that knowledge is the only way to defeat fear. In a small town in Sonoma the fearful and the ignorant rule.
I submit that we need to send aluminum foil hats to the city council of Sebastapol and to any citizens therein who might have concerns about such issues. I suspect that some sort of poll was taken and that everyone involved was properly numbered and listed, so helping them out with a little anti-radiation home millinery should be fun, easy and you help the handicapped. (stupidity is a handicap) from 21st century cooties!! if you use your sandwich wrap, its recycling!
Sorry got A little silly there. But let try this instead: While I think in the long run it probably just makes me more neurotic, I have been lauded more than once and on some major stages (for verification see the freaking sidebar) for what I have done for the environment and for my fellow human beings and I say that this serves neither. I'd even go so far as to say it harms both.
Can an entire town win a darwin award?
Local Maine Library Considers Ombuds to Quell Public Outcry Over Firing
Clearly, this is a situation in need of neutral and independent dispute resolution expert who can provide confidential and informal assistance to a variety of stakeholders, someone who can facilitate conversation, de-escalate tensions and help surface issues. Kudos to the mediator and participants who were savvy enough to recognize the circumstances call for an Ombuds. Who ever is selected will find ample resources and support from colleagues across the country who deal with similar issues every day.
Workplace Bullying More Harmful than Sexual Harassment
The research looked at the effect on job, co-worker and supervisor satisfaction, workers’ stress, anger and anxiety levels, workers’ mental and physical health, job turnover and emotional ties. Employees who experienced bullying, incivility or interpersonal conflict were more likely to quit their jobs, have lower well-being, be less satisfied with their jobs and have less satisfying relations with their bosses than employees who were sexually harassed. UGA Ombuds News Roundup
- Statement by UGA President Michael Adams:
The University will appoint and train three ombudspersons to ... help guide people through the sometimes confusing process of resolving conflicts or reporting violations at this large, complex research institution. [T]hese individuals, ... will be trained in University, University System, state, and federal policies and procedures, ... to provide informal and confidential assistance to persons with issues or concerns, advising members of the community about where to turn and what procedures to follow should they wish to advance a complaint.
- Feature article on the role of Ombuds, quoting University of Virginia Ombuds, Brad Holland, and discussing programs at the University of Wisconsin and the University of Arizona.
- And an editorial endorsing IOA Standards:
We hope the University uses professional associations, such as the International Ombudsman Association, to choose who will fill the impartial third party roles.

Ombuds Libraries
This advice applies equally to Ombuds who often coach individuals through the dispute resolution process. It is not surprising, therefore, to see that many Ombuds offices have specialized lending libraries: UC Berkeley; University of Kansas; Caltech; and Georgia State University.

UGA to Hire Three Ombuds
Prior posts: University of Georgia Petitions for Staff Ombuds; UGA President Agrees to Consider Ombuds for Staff and Students.
The speed with which UGA's President embraced an Ombuds program is stunning and commendable. It has been less than two months since an Ombuds was suggested and many campuses wrestle with the concept for years. Moreover, President Adams's plan goes beyond his initial agreement of an Ombuds for students and staff, and will include an Ombuds for faculty. On the downside, there is likely to be some concern that UGA is choosing to disregard widely-accepted standards for Organizational Ombuds as implemented by other large, public American universities. Although UGA's recent problems have been newsworthy, there is no reason it should reinvent the wheel when it comes to an Ombuds office.

Update: U.N. Staff Objects to New Ombuds
The Staff Union's beef for Barkat's resume is that while they say he claimed to have been ombudsman for 2000 staffers at Pace University in New York, that school only has some 300 staffers. All of the rest are part-time or adjuncts, so they say the use of the number is misleading.
A UN spokesperson said she didn't know what will happen next, if anything. (Kisambira Letter; Inner City Press; UN Press Briefing.)
Prior post: Barkat Appointed U.N. Ombuds
The letter and article raise more questions than they answer. Most significantly, it is curious that the letter does not mention the allegation about Barkat's resume. It is also concerning and surprising that staff would have been omitted from the selection process. Finally, there are some discrepancies with regard to the staff numbers referenced. According to the Pace website, the university employs 1,448 staff (963 full-time and 485 part-time). In addition, 460 full-time and 730 part-time faculty work at Pace. While these issues may blunt the staff's complaint, no doubt Barkat will be mending bridges from the outset.

Revision to Iowa Open Records Law Could Clarify Protection for Ombuds Notes
At present, there are about half a dozen public-sector Organizational Ombuds working in Iowa, who presumably would be covered by this amendment. If the law were to provide a clear protection for a government employee's personal, temporary notes on a specific matter, this would enhance their ability to ensure confidentiality. Since open records laws are under scrutiny around the county, this particular issue bears monitoring by Ombuds.
Managing Workplace Gossip
- Separate the good from the bad -- differentiate between constructive and destructive gossip;
- Learn to deflect -- respond to destructive gossip in as neutral a manner as possible;
- Set a time limit -- protracted gossiping can lead to paralysis at the expense of efforts on a productive response to concerns;
- Don’t overshare -- limit your number of confidants and the personal nature of conversations; and
- Never gossip by e-mail -- leaving a paper trail increases vulnerability for a libel suit.

NIU Ombuds Reflects on Campus Tragedy
In addition to helping organizations and communities avoid problems, Ombuds can be critical in helping individuals cope with the stress and conflicts that follow tragedy. After 9/11 for example, Ombuds around the U.S. helped visitors deal with personal anxiety, cultural misunderstanding, and uncertainty. NIU is certainly fortunate to have Griffin, an experienced and compassionate Ombuds, as a resource during its recovery.

Theoretical System
perhaps this is why, as a rule, only branches of science-and these only temporarily-ever acquire the form of an elaborate and logically well-constructed system of theories. in spite of this, a tentative system can usually be quite well surveyed as a whole, with all its important consequences. this is very necessary; for a severe test of a system presupposes that it is at the time sufficiently definite and final in form to make it impossible for new assumptions to be smuggled in. in other words, the system must be formulated sufficiently clearly and definitely to make every new assumption easily recognizable for what it is: a modification and therefore a revision of the system.
this, I believe, is the reason why the form of a rigorous system is aimed at. it is the form of a so-called 'axiomatized system'-the form which Hilbert, for example, was able to give to certain branches of theoretical physics. the attempt is made to collect all the assumption which are needed, but no more, to form the apex system. they are usually called the 'axioms' (or 'postulates', or, 'primitive propositions'; no claim to truth is implied in the term 'axiom' as here used). the axioms are choosen in such a way that all the other statements belonging to the theoretical system can be derived from the axioms by purely logical or mathematical transformations.
a theoretical system amy be said to be axiomatized if a set of statements, the axioms, has been formulated which satisfies the following four fundamental requirements. (a) the system of axioms must be free from contradiction (whether self-contradiction or mutual contradiction). this is equivalent to the demand that not every arbitrarily chosen statement is deducible from it. (b) the system must be independent, i.e. it must not contain any axiom deducible from the remaining axioms. (in other words, a statement is to be called an axiom only if it is not deducible within the rest of the system.) these two conditions concern the axiom system to the bulk of the theory, the axioms should be (c) sufficient for deduction of all statements belonging to the theory which is to be axiomatized, and (d) necessary, for the same purpose; which means that they should contain no superfluous assumptions.
I'm Not the Only Lawyer-Turned-Ombuds
I was a lawyer for many years, and ran into my share of bullies who were particularly skilled at terrorizing associates and staff. * * * Well, that’s all behind me. Sort of. I’ve become an ombuds for a university, and have been surprised to find that academia has more than its share of bullies. * * * In fact, I’m in the process of designing a workshop on bullying in an attempt to begin addressing the problem at my institution. [¶] Although I could detail some ways I have dealt with bullies on my own account or for others, that would miss the point. It is not a simple problem with a one-size-fits all solution. * * * I don’t think this is the place to go on at length about solutions, but I’m glad the discussion has begun. My own story is the same. Wow. (ABA Journal Question of the Week.)
Non-Conforming Job Postings: Jackson Community College and Ashford University
Ashford University, a subsidiary of for-profit Bridgeport Education, Inc., is seeking an Ombuds for its San Diego location. The position reports to the Vice President of Compliance, and is responsible for ensuring that all student complaints are investigated fairly and in a timely manner. This appears to be a new position and has been posted for several weeks. (Ashford Jobs via Monster.)
Both of these positions require the Ombuds to be involved in formal processes and thus do not conform to IOA Standards for Organizational Ombuds.
