The US Patent and Trademark Office has invited public comment on a proposed Ombudsman Pilot Program. The external Ombuds program is intended to create a direct-line of communication for applicants who believe that their applications are being improperly examined. Peggy Focarino, Acting Commissioner for Patents at the USPTO envisions Ombuds to be independent of an examiner’s chain of command with a mandate to be neutral.
