An article in the latest issue of State, the US Department of State Magazine, features the work of Shireen Dodson, the the Ombudsman for Civil Service Employees. She explains that Congress established her office in 1987, but the position was not filled on a full-time basis until she was appointed in July 2009.
Dodson assists employees with concerns related to telework, promotions, perceived bullying, Civil Service/Foreign Service tensions, office “reconfigurations” and senior-level promotion opportunities. In addition, she will advise the Secretary and senior management on non-union, systemic issues affecting the Department’s workforce, and this may lead to policy recommendations.
