Undoubtedly, the State and country will continue to require services of university graduates for the administrative and development machinery. For example, the manpower survey for SCORE reveals that at least 48% of the jobs will be in the professional and sub-professional group for people with degree and diploma qualifications.
However, the new development ahead in the era of massive industrial development will require people with technical biased qualifications, skills and training to do the jobs. For example, more and more people with technical skills and expertise will be required to operate the system and process in industrial plants. Though they may not be university graduates but have the technical skills and expertise to do the jobs.
It is projected that there will be lots of jobs that require technical skills and know-how coming up with the development of SCORE in the near future. It will be able to create 1.5 job opportunities by the year 2030 or in the next one generation. There will be a lot of industries, which will require people will skills and training, to come up in the next five years. Therefore, conscientious efforts must be made to train children to acquire necessary knowledge and skills to take up the jobs

In this respect, children in Kampung or longhouse must be given the necessary training to co-ordinate their way of thinking with skills in using their hands to do things. Perhaps, this approach can be adopted in the development of human capital in anticipation of more jobs that will require people with technical skills in the near future.
Hence, it is incumbent upon parents, teachers and young people to interact among them to exchange views, discuss things in order to develop the skills in discussions and work together to meet the new requirements of development. Obviously, they must make conscientious efforts to develop a line of thinking in their children as part of earlier preparations for their careers.
For example, they must be able to realise that education does not necessarily focus on getting university qualifications. They have other options in their career paths. For example, they can study in skills development centres, technical colleges and other training institutions. They must be able to face the new requirements of development with open mind with the realisation of their own strength and capability.
Admittedly, some children in rural areas still study in schools that lack facilities. However, the State and country have come to the stage of development where lots of things like carvings and producing agricultural produce can be done using hands. This will be the new way to educate and train young people based on interests and natural skills to take up jobs that will come up. Besides, the State and country must use tools, which the people must learn to use, to do heavy jobs fast in order to become more productive in development from now onward.
Obviously, the basic question is how to prepare the people to adapt to change in the era of massive industrial development in the transformation from a developing to a developed nation by the year 2020 and beyond. For example, the people do not have to go here and there to look for jobs, which are being planned properly from now onward.
However, children must be equipped with wider and better spectrum of knowledge and skills. Their choices of subjects must conform to new job opportunities that will come up from the implementation of the development program, the development of SCORE in particular; the jobs can easily be taken by the local people with necessary qualifications, skills and expertise.
Generally, the people must be able to assume bigger roles in the process of development. Hence, they must be able to anticipate jobs that will come up in the process. Generally, the jobs will be technically biased in the development of SCORE. Therefore, parents must encourage their children to pursue technical education from the levels of Skills Development Centre, Technical colleges and universities to pursue engineering, electronics and other technically biased programs.
Chief Minister, Pehin Sri Haji Abdul Taib Mahmud, in his recent speech during a colourful rally and parade to mark the 90th birthday of the Yang di Pertua Negeri, says undoubtedly Sarawak, which used to be in the backwater lane of development, has been able to achieve a bigger and higher standard of progress since Independence.
He is happy that an overwhelming majority of the people realise that they can get more benefits from development if they understand what the government is doing for them. Understandably, some people at grass root level or level of traditional village or longhouse still need support and guidance from the government in the process of development.
Basically, the success in development depends on a good understanding between the people and the government. Besides, ways to get benefits from it depend on the readiness of people to take initiatives and make efforts to involve in the process like in land development, building construction, deep sea fishing, developing the coastal areas and building more schools and other things.
Pehin Sri Abdul Taib says the people must endeavour to upgrade their understanding of the government’s development policies and programs in the community that comprises of various ethnic groups and other backgrounds. For example the good understanding of social policies can help to transform their mind in the process of development.
He suggests that conscientious efforts must be made to inculcate positive thinking among the people in the transformation of development from medium income to high income economy towards the year 2020 and beyond. The State government, on its part, will introduce new components in the administration in the next five years commencing from next year to bring the administrative machinery closer to the people. The local government may be reorganised for this purpose.
Regrettably, some people only know how to criticise without knowing how to make constructive criticisms. Obviously, they criticise without knowing how to a do a certain job well. Therefore, the people must be imbibed with positive values to enable them to realise the need to involve actively in the process of development.
Pehin Sri Abdul Taib says efforts of development will be intensified, though the state’s vast landscape has changed tremendously, in order to achieve greater progress and advancement and raise the standard of living of the people towards the year 2020. In other words, Sarawak, which started development six years later than states in Peninsular Malaysia, must do more works and accelerate the pace of development in order to achieve greater success as required by the people.
