Africa: Renewable Energy - Africa's Next Future Nightmare

The deliberate refusal or downright failure of African governments to start generating power from renewable energy (RE) sources against the inevitable dry-up of fossil fuels' sources is drawing severe criticisms from informed sources. At least 600 million (m) of the continent's 770m population still rely on firewood and charcoal for cooking and heating water, among other domestic chores. The rest rely on fossil fuels like petroleum products and gas to supply power to industries, home equipment and appliances as well as to thermal generators for the national grid.

Thus, several questions are being posed about the lack of preparedness of African countries, especially Nigeria with its large 150m population and enormous energy demand, to generate power from RE sources when fossil fuel sources dry up. Renewable energy sources now hold a pride of place, be they solar, hydroelectric power, wind energy, geothermal and bio-mass, among others for the immediate and remote future. All these yield clean, inexhaustible power sources which do not pollute the environment.

For instance, as long as the sun shines, tropical countries can rely on photovoltaic (PV) cell panels to generate electricity. Small dams are increasingly generating hydro-power. Wind mills are rotating giant, ugly vanes on the landscape for power, while bio-gas digesters (at the moment, anaerobic only in Nigeria) are yielding ethanol for powering vehicles, among others.

The question is, how capable are African countries to exploit these sources as alternatives to the pollutant, non-renewable fossil fuels and firewood?

Professor Wolfgang Platz, a German RE expert at the World Council for Renewable Energy, Paris, France, last week reiterated the advice to African governments to take the early plunge into it now. First, because the consequences of climate change will hit African countries, like most developing countries, very hard. Moreover, all countries would turn to RE in their effort to cut down on the use of fossil fuels and firewood to reduce carbon emissions in order to protect the global climate. The demand of combatting climate change, consequently, would bring forest conservationists into direct conflict with communities' need for tree-felling for firewood.

Low investment stifles competitiveness

Spending on research and development in South Africa has yet to reach the goal of 1 percent of gross domestic product (GDP) – but is not far behind at 0.92 percent, according to the National Survey on Research and Development for 2008/09.

The survey, compiled by the Human Sciences Research Council (HSRC) with Stats SA and the Department of Science and Technology, released this week, shows the figures on research and development (R&D) spending and trends in government, tertiary education and the private sector.

According to the department, the report, when viewed with previous reports, will provide indicators on South Africa’s failings and successes in the fields of science, engineering and technology, and ultimately global competitiveness.

The survey notes an overall increase in R&D spending of 1.3 percent – up from R18.6 billion in 2007/08 to R21bn in 2008/09. However, in addition to falling short of the 1 percent goal in 2008/09, the country only had a nominal increase in full-time equivalent researchers – from 19 320 in 2007/08 to 19 384 in 2008/09.

“Engineering sciences was the research field with the highest proportion of R&D expenditure. R&D expenditure in this field increased from 22.5 percent of total R&D expenditure in 2007/08 to 24.4 percent in 2008/09.”

Kenya Allocates Funds for Rail Projects

The Kenyan Government has earmarked KES3.25bn ($36.6m) to start construction of a standard gauge railway connecting Mombasa and Malaba in western Kenya with a branch to Kisumu.

The project is expected to speed up transportation of goods from the port of Mombasa to western Kenya by four hours and reduce transportation costs.

The Kenyan Government is also negotiating with donors and investors to fund the remaining cost of the project, which is expected to cost a total of $4bn.

The country has allocated another KES1.85bn ($20.8m) to modernise commuter railway services connecting the city centre to the Jomo Kenyatta International Airport.

The project involves construction of about 7km of new track, as well as the rehabilitation or construction of stations and other facilities along the network.

The multiphase project is expected to cost Sh24bn ($271m) and after completion it is expected to link the city centre with outlying areas like Thika, Limuru and Athi River / Lukenya.

The government will spend an extra Sh1bn ($11m) to upgrade commuter railway services linking Nairobi to Thika town.

MENA Region to Invest $250bn in Rail Projects

Investment in rail projects in the Middle East and North Africa (MENA) regions are expected to reach $250bn as the region doubles its rail network to 33,000km, according to a new report.

According to the Mena Rail Report 2011 by Meed Insight metro, tram and monorail track lengths are expected to increase tenfold in the region.

More than half of the money will be invested in the Gulf countries where the six Gulf Cooperation Council (GCC) countries, together with Iran and Yemen, are expected to spend around $145bn in rail projects.

The investment will mainly be aimed at improving logistics infrastructure in the region as the countries try to reduce their current reliance on the oil and gas sector as well as improving urban transport to cater to the needs of rapidly growing cities.

The investment is also aimed at improvement in fright movement in the region as countries in the region are planning major fright lines, which include the North-South line in Saudi Arabia, the Shah-Ruwais line in Abu Dhabi, and the new national network in Jordan.

Qatar will be one of the big spenders in rail projects, which plans to complete its $35bn rail projects by 2020, two years ahead of when the country hosts the World Cup.

Qatar plans to build a 358km of rail line, including 119km underground tracks and the project will have more than 100 stations and allow trains to run at a speed of 350 km/h.

Mozambique, Botswana, Zimbabwe Agree to $7 Billion Port, Railway Project

Mozambique, Zimbabwe and Botswana signed a memorandum of understanding for a $7 billion port and rail project, Paulo Zucula, the Mozambican transport minister, said.

The countries agreed to build a new deepwater port in southern Mozambique and a rail system linking the three southern African countries, Zucula said in a mobile-phone text message from Maputo, Mozambique’s capital.

Funders, who he didn’t identify, back the project that will start next year and take a decade to complete, Zucula said.

New water-filter factory in Ghana

In northern Ghana, that nation’s poorest and most rural region, most families get their drinking water from rivers or large, shallow ponds. The water in these bodies, which are also used by livestock, is clouded with sediment and teeming with bacteria and parasites.

Desertec concept gets boots in Tunisia

The plan to produce renewable energy in North Africa to power the continent and export excess capacity to Europe is advancing, the companies involved say.

The advance comes despite unrest in the region, they add.

Representatives of the Desertec project, an industrial initiative that plans to build giant solar and wind power plants in North Africa, last week met with officials from the interim Tunisian government.

Tanzania and Uganda to Develop Port-Lake Rail Line

Tanzania and Uganda have announced plans to form a joint venture to develop the $1.9bn railway line in East Africa, as part of a bigger project to increase trade in the hinterland.


The 800km line will connect a deep water port at Mwambani Bay in Tanga, and Musoma on Lake Victoria, with onward connection to Kampala and Juba.

The project is expected to reduce the goods transportation cost in the region.

The entire project is estimated to cost $2.7bn, with scheduled spendings of $1.9bn for the railway, $695.5m for the Mwambani port and $72.6m for the development of the Musoma dock.

The railway line project is part of the East African Railway Master Plan, which proposes to rejuvenate the existing railways serving Tanzania, Kenya and Uganda, initially extending them to Rwanda and Burundi and eventually to Sudan, Ethiopia and beyond.
