Ombuds Certification Exam Coincides with IOA 2012 Conference

The Board of Certification for Certified Organizational Ombudsman Practitioners will be administering its certifying examination from the week of April 13-20, 2012. Passing the exam is a necessary step in obtaining certification as a Certified Organizational Ombudsman Practitioner® (CO-OP®). For test takers who will be attending the International Ombudsman Association's annual conference in Houston, the testing center at Texas Southern University has testing times available April 15th -19th. 

The deadline to register for the certification exam is April 10. A $25 discount is available for registrations received before March 20, 2012. (CO-OP Home.)

The Ombuds Year in Review: 2011 (Part I)

Overall, the past year has been a positive one for Organizational Ombuds profession. Several of the top stories of this year echo those of 2010. The list will be posted in three installments: today, December 20 and December 22.


10. In Memoriam -- Several notable Ombuds passed away in 2011, including: Walter R. Lynn (Cornell University); Florence Boroson (SUNY Stony Brook Ombudsman); John Wanjala (Portland State University); Robert John Ackermann (University of Massachusetts Amherst); Lee Preston (University of Maryland). Their contributions to the field and to their organizations were invaluable, and they will be missed.

9.  Post on New UCF Ombuds Draws Record Views -- A post on October 17 described a YouTube video by Shreya Trivedi, who was appointed the University of Central Florida Ombuds earlier in the year. Although the video has been viewed just a few hundred times, the Ombuds Blog post has been viewed more than 5,200 times. Go figure.

8. IOA Expands Outreach Efforts -- The association accomplished several things this year including: the creation of Regional Advisory Committees for international members; approval of a trademark for certification; a major upgrade for its website; creation of international scholarships to its annual conference; its first webinar series (on bullying); and the translation of its Code of Ethics and Standards of Practice into Spanish and French.

7. NY Ombuds for Developmentally Disabled Breaches Confidentiality -- Ombuds and others were appalled to learn that New York State's Ombudsman for the Office for People With Developmental Disabilities had been revealing the names of whisleblowers routinely.  The ethical breach undermined confidence in Ombuds of all types.

IOA Announces Webinar Series on Workplace Bullying

The International Ombudsman Association has announced its first webinar series. The four-part program will focus on bullying in the workplace and builds on a recent edition of the Journal of IOA that focused on the topic of bullying. Expert speakers come from several disciplines and organizations, and each of the programs qualify for Certified Organizational Ombudsman Practitioner continuing education hours.

Webinar #1: Bullying for the Organizational Ombudsman (Nov. 17, 2011, 3:30pm EST, 90 min.)
Instructors: Mary Chavez Rudolph, Associate Director, Ombuds Office, University of Colorado, Denver; Tom Sebok, Director, Ombuds Office University of Colorado, Boulder
An Overview and introduction to the topic of Bullying for the IOA Webinar series. This webinar will also focus specifically on Ombuds coaching of individuals as well as the threats to Ombuds neutrality and other challenges faced by the Organizational Ombudsman. Participants will have a greater awareness of bullying and its effects on individuals and the organization.
Strategies and skills will be presented so that participants will have greater knowledge and skill in dealing with the difficult conversation with alleged targets, alleged bullies and supervisors of alleged bullies. We will briefly introduce systems change strategies to address a climate of bullying.
Webinar #2: Using Mediation and other Facilitated Processes to deal with Workplace Bullying and Harassment (Dec. 14, 2011, 3:30pm EST, 90 min.)
Instructor: Barbara McCulloch, The University of Auckland, New Zealand

The practice of dealing with workplace bullying can be challenging for all concerned. Some practitioners choose not to use mediation as an intervention when dealing with accusations of workplace bullying and I'd like to discuss why we might do so. In this presentation my intention is to talk about the need for a range of responses to concerns about bullying; the importance of a triage process; why we should separate out the informal practices from the formal; the costs and benefits of each and to talk about why, in my view, it is primarily the visitor who chooses which process to use for their particular matter.

I will be relying on a summary of the situations which have been raised with me in my role at The University of Auckland, and will concentrate on the mediation aspect of the process, rather than the preliminary coaching and triage processes (which are to be covered in other presentations).

I will attempt to address issues of power and power imbalances and dealing with those in mediation; the issue of Omni- neutrality (being on everyone's side) when mediating workplace harassment matters and to using narrative techniques in mediation to deal with the relevant stories of the parties to the mediation.

Webinar #3: Bullying – You Know What The Problem Is, Now What Do You Do About It? (Feb. 9, 2012, 3:30pm EST, 90 min.)

This session looks at a systems and evidence-based approach to addressing destructive behavior within an organization. Learn how to develop a model to address problematic behavior, including stakeholder analysis and strategy mapping to chart your course.

Webinar #4: What does the research tell us about workplace bullying? (Mar. 14, 2012, 3:30pm EST, 90 min.)
Instructor: Dr. Loraleigh Keashly, Associate Professor and Interim Chair, Wayne State University, College of Fine, Performing, and Communication Arts

From my perspective as a researcher and professional in the area of workplace abuse and bullying, I will share some of the current thinking and research findings that may be useful for ombudsmen in their deliberations and assessments as well as in their intervention and management of these hostile behaviors and relationships. These findings may support and in some cases, may challenge current thinking and action by ombudsmen.

IOA Board of Certification Announces New Officers


The Board of Certification for Certified Organizational Ombudsman Practitioners has elected the following officers for one-year terms beginning this month:

  • Secretary – Wendy Friede, Principal of Friede Coaching and Consulting
  • Treasurer – Constance Bernard, Ombudsman, The World Bank Group
CO-OP has just completed its first two highly successful years. A total of 126 candidates have taken the qualifying exam and 74 ombudsman practitioners have received certification. The deadline to register for the next CO-OP exam is today, October 7, 2011. (IOA News.)

Certification Board Appoints Three New Directors

Registration Opens for Fall 2011 Ombuds Certification Exam

The Board of Certification for Certified Organizational Ombudsman Practitioners will offer its next qualifying exam during October 17-22, 2011 computer testing centers across North America and at locations around the world. There are now 74 Ombuds with the CO-OP designation. The deadline to register is October 7, 2011. (IOA News.)

The Ombuds Year in Review: 2010

In the past year, IOA held its fifth annual conference, an attorney wrote the first guide for Ombuds, U.S. legislation created new federal Ombuds programs, FCO began its own training program, a campus suicide drew attention to the role of Ombuds in bullying cases, Cal Caucus resumed its annual meeting, nearly two dozen new offices opened, other Ombuds were newsworthy, certification became a reality, and several notable Ombuds passed away.

IOA Celebrates its Fifth Anniversary -- The association held its annual conference in New Orleans and nearly 300 Ombuds attended. The event was highlighted by keynote addresses from Dr. Michael Martin, André Marin, Chuck L. Howard, Prof. Sandra Stokes, and Prof. Robert C. Bordone. For the first time, non-attendees were able to follow the conference on Twitter. In addition, the conference featured the winner of IOA's first student writing competition.

ABA Publishes First Legal Guide for Organizational Ombuds -- In January, the American Bar Association released Chuck Howard's The Organizational Ombudsman: Origins, Roles and Operations-A Legal Guide. It which was quickly hailed as the first comprehensive textbook on the profession. Subsequently, Howard embarked on an ad hoc book tour with speaking engagements at: the IOA Annual Conference; East Coast Ombuds Group; Society of Corporate Compliance & Ethics; California Caucus of College & University Ombuds; Ombuds of Texas; Coalition of Federal Ombuds Conference; and Princeton University.

Congress Passes Law to Create New Federal Ombuds Offices -- The sweeping reform legislation signed into law by President Obama in July will establish new Ombuds programs for the Securities and Exchange Commission's Office of the Investor Advocate, the new Consumer Financial Protection Bureau, and for private student loan disputes. The SEC moved first to solicit public commentary and has already received feedback from many Organizational Ombuds and experts. Meanwhile, the Coalition of Federal Ombudsmen continued to collaborate with other federal agencies that were establishing Ombuds programs on their own mandates.

FCO Institute Debuts Ombuds Training -- In September, the Forum of Canadian Ombudsman Institute hosted its first ever course on Ombuds fundamentals featuring nearly two dozen Canadian Ombuds. Although intended primarily for new and intermediate-level Classical Ombuds, the two-day program is an important new resource for Organizational Ombuds as well, especially in Canada.
Correction 12/20/10:  The FCO has been offering courses since 2004. In 2010, the FCO Institute was created as an umbrella organization for training, conferences and research.

Tragedy at UVA Highlights Growing Concern Over Bullying -- One of the many stories of bullying reported in the mainstream press involved the Ombuds at the University of Virginia. In August, an editor of The Virginia Quarterly Review took his own life after complaining about workplace bullying. Although the victim allegedly contacted the UVA Ombuds shortly before his death, the Ombuds was steadfast in protecting his confidentiality. Ultimately, an internal audit found that the University took "appropriate actions" in handling the situation and reiterated that it would have had no notice of complaints heard by the Ombuds. The incident highlighted the relationship between Ombuds and bullying, which was further explored in an article for the LERA Newsletter and an entire issue of the Journal of IOA, and at meetings of the Ombuds of Texas, ENOHE-ACCUO, and the Midwest University & College Ombuds.

Cal Caucus Returns Reinvigorated-- In 2009 the California Caucus of Colleges and University Ombuds did not meet for the first time in nearly four decades due to declining attendance. After retooling, Cal Caucus returned to the Asilomar Conference Center in Pacific Grove in November 2010 with an impressive list of presenters from the U.S. and Canada.

Many New Programs Open -- Organizations established or reopened 22 Ombuds offices in 2010. Most of the good news came from the education sector: Newark NJ Public Schools; Ashford University; University of New Mexico; University of Miami School of Medicine; University of Missouri, Kansas City; John F. Kennedy University; University of Calgary; Lawrence Berkeley National Laboratory; Greenstar Cooperative Market; Ohio State University; Tyco Electronics; Washington University in St. Louis; Michigan State University; University of Ottawa; European Organization for Nuclear Research (CERN); Office of Personnel Management; Swiss Federal Laboratories for Materials Testing and Research (EMPA); Algoma University; Colorado College; New Hampshire Department of Health and Human Services; Amherst MA Regional Public Schools; Northwestern University; Shawnee State University; and Cleveland State University. Meanwhile, there were no reported Ombuds office closures.

Other Ombuds Dominate the Popular News -- For better or worse, Ombuds that made headlines in 2010 were not Organizational Ombuds, but their stories were among the most read on the Ombuds Blog: The BP Ombuds received significant attention in the wake of the gulf oil spill and was eventually slated for closure; National Public Radio will be hiring a new Ombuds; and a high profile Executive Ombuds had a dispute with a Canadian flight crew that garnered unwanted attention.

Certification Becomes a Reality -- Early in the year, the Board of Certification for Certified Organizational Ombudsman Practitioners Board announced the results of the first certification examination. The test has now been administered multiple times and is available to international applicants. So far, 45 Ombuds have passed the exam and certification screening and are eligible to use the CO-OP designation.

In Memoriam -- Several notable Ombuds passed away in 2010, including: Elizabeth Walsh Pino (Palmer & Dodge and McKinsey & Co.); Eugene Vasilew (Binghamton University); Milton J. Brawer (Western Michigan University); and William T. Mason III (John Hopkins Applied Physics Laboratory).  Their contributions to the field and to their constituencies were invaluable, and they will be missed.

Ombuds Certification Exam to be Offered Internationally in October

The next IOA Certification Examination will be administered online during the week of October 18-23, 2010. The two-hour test will be offered at 316 computer testing centers, including 7 in the provinces of Canada and 15 in other countries.

The deadline for registration is October 8, 2010 and the test cost is $450. The next opportunity to take the exam will be April 2-8, 2011. (Certification Registration, select "International Ombudsman Association" as the organization; IOA Board of Certification.)

Resources Online and Beyond for the Aspiring Ombuds

Diane Levin recently offered a list of essential resources for aspiring mediators. Many of these are good resources for aspiring Ombuds and her blog, Mediation Channel, should be regular reading for anyone looking at a career in dispute resolution. Here are some other suggestions for people looking to become Organizational Ombuds.

Current Best Practices

The International Ombudsman Association is the leading association for Organizational Ombuds and its Code of Ethics and Standards of Practice reflect current professional practices. In addition, IOA's statement on Best Practices and the Journal of IOA provide more recent updates and commentary on prevailing standards.

In 2009, the Board of Certification for Certified Organizational Ombudsman Practitioners was established for the purpose of awarding the Certified Organizational Ombudsman Practitioner (CO-OP) credential. One of the objectives of the certification program is to encourage consistent practices by Ombuds.

Blogs and Other Websites

A few Organizational Ombuds write blogs. These do not offer any details about specific cases, but do give some insights on current issues from an Ombuds' perspective. The notable blogs include: Conflict Benefit Blog by John Zinsser (consultant/owner of Pacifica Human Communications), ICANN Ombudsman Blog by Frank Fowlie (Ombuds for the International Corporation for Assigned Names and Numbers), Untangled Resolutions by Bathabile Mthombeni (Ombuds at Columbia University), and Friede Blog by Wende Friede (former Corporate Ombudsperson for American Express).

For the larger universe of dispute resolution, there are an abundance of blogs that will be relevant to aspiring Ombuds. In addition to the aforementioned Mediation Channel, I also recommend ADRHub, Mediate.com, and Campus-adr Tech Blog.

Books

There is really only one authoritative text about the field, Chuck Howard's The Organizational Ombudsman: Origins, Roles and Operations - A Legal Guide. The primary purpose of the book is to demonstrate why a properly constituted Organizational Ombuds program should be entitled to a confidentiality recognized in American law. Although this is comprehensive legal reference work, there no book about the day-to-day work of an Organizational Ombuds.

IOA publishes a few books about specific issues ("Reprisal, Retaliation and Redress," "Dealing with the Fear of Violence, "Options, Functions and Skills," etc.), but these are merely short brochures that need updating.

Making Connections With Working Ombuds

Aspiring Ombuds will find that current practitioners are generally willing to share insights and information about the field. Although most Organizational Ombuds will respond to "cold calls," it is often easier when there is a connection. For this reason, many will contact the Ombuds at their alma mater. It is also easy to make connections at an IOA training or annual conference. Although these are expensive, these are an excellent introduction to the field.  Aspiring Ombuds can also make virtually connections through groups at LinkedIn and Facebook.

The Spectrum of Ombuds

Organizational Ombuds are a recent development in the Ombuds field and aspiring Ombuds should know the differences and similarities between the various models of practice. One place to start would be the 2004 American Bar Association white paper, "Standards for the Establishment and Operation of Ombuds Offices," that outlined the differences between Legislative, Executive and Organizational Ombuds models. More information about Legislative and Executive Ombuds (often lumped together as "Classical" Ombuds) can be found at the the International Ombudsman Institute.

Job Posting: University of Louisville

The University of Louisville is hiring its first, permanent Ombuds. The 80%-time appointment assists faculty and staff (including graduate and research teaching assistants) with non-academic issues and concerns.


While independent, the Ombuds Office is administratively housed in the Office of the Provost and will be reviewed annually by and report to a three person committee composed of the Chairs of the Faculty Senate and the Staff Senate, and an appointee from the School of Interdisciplinary and Graduate Studies. The appointment will take over an office that was created in January 2009 following the federal investigation of a former dean for possible misuse of a federal education grant and allegations of a broken grievance process. Prof. Dennis Hall has been serving as the Interim Ombuds.

Applicants should have a master's degree in Higher Education Administration or related field and four years of related experience. In addition, IOA certification and completion of IOA basic course required within the first year of employment. Additional experience may be used on a one-to-one basis to offset the educational requirements. No salary indicated (current full-time salary band for the position is $63,894-$110,837). Certification Exam Registration Deadline is Wednesday


March 31, 2010 is the last day to register for the certification examination to be offered at the IOA conference in New Orleans. 


The Board of Certification for Certified Organizational Ombudsman Practitioners has scheduled the test for early in the morning on April 8, so that examinees will not miss any conference sessions. CO-OP Board Announces First Class of Certified Ombuds

The Board of Certification for Certified Organizational Ombudsman Practitioners has announced the names of the first Ombuds to become certified. Nineteen individuals from 12 different organizations have now passed the examination and have demonstrated they have at least a year of experience and practice to the IOA Code of Ethics and Standards of Practice.

First Ombuds Certification Exam: 96% Pass Rate

The Board of Certification for Certified Organizational Ombudsman Practitioners Board (CO-OP) has announced that 96% of the applicants passed the first certification examination. Forty-seven people sat for the computer-based test betweenNovember 30 and December 5, 2009. Subsequently, a psychometrician with Schroeder Measurement Technologies, Inc., and a panel of Organizational Ombuds developed a passing score of 405 for the exam, which has a scaled score of 100 to 500. The CO-OP exam will be offered again in a paper-and-pencil format on the first day of the IOA Annual Conference, Thursday, April 8, 2010, at 7:00 am, in New Orleans. (The exam is not included in conference fees and conference registration is not required to take the exam.) The Ombuds Decade in Review

Over the past ten years, the Organizational Ombuds field has advanced considerably and is now much closer to a profession than it was at the turn of the millennium. Here are the top events of the past decade:

1. UCOA and TOA Merge -- In 2005, the University and College Ombuds Association joined The Ombudsman Association to form the International Ombudsman Association, the primary professional body for Organizational Ombuds.

2. Canadian Ombuds Flourish -- The Forum of Canadian Ombuds was established in 2001 and has grown steadily as Ombuds programs of various types are created by government agencies, universities and businesses. FCO joined with the Association of Canadian College and University Ombudsmen (which celebrated its 25th anniversary in 2008) and IOA for a joint conference in 2009.

3. The Lawyers Weigh In -- The American Bar Association issued revised "Standards for the Establishment and Operation of Ombuds Offices" in 2004, to the profound consternation of practicing Ombuds. Nonetheless, the uninvited advice has been used by many as a tool for persuading policymakers.

4. Federal Ombuds Get Organized -- The Coalition of Federal Ombudsmen held its first all day conference in 2002 and collaborated on the Guide for Federal Employee Ombuds in 2006. COFO has emerged as a robust organization for the growing number of Ombuds working in federal agencies and departments.

5. Leading Organizations Create Programs -- Many prominent businesses and non-profits created Organizational Ombuds programs since 2000, including Coca-Cola, the United Nations, the American Red Cross and dozens of universities.

6. Landmark Offices Close -- On the downside, several institutions shut down their Ombuds offices as the recession deepened in 2008 and 2009. Most notably, the California Institute of Technology closed the office that gave rise to one of the most significant court decisions for the profession.

7. Certification Becomes a Reality -- After nearly a decade of discussion and debate that began with TOA, IOA rolled out a certification program in 2009.

8. Concept Expands Beyond the US -- Although the Organizational Ombuds concept is most prevalent in the United States it has become more accepted in other countries. IOA incorporated 'international' in its title and committed to regular trainings and conferences abroad. The United Nations reorganized its conflict resolution system to include an Organizational Ombuds component; a move that has been followed by other affiliated NGOs including ILO, WIPO and WHO. Many corporations now have Ombuds serving employees internationally.

9. California Caucus Struggles -- The California Caucus of College and University Ombudsmen, the oldest organization of Ombuds and first publisher of a dedicated journal, has seen declining attendance at its annual meeting. As the decade closed, CCCUO was seeking its niche in a changed landscape.

10. A European Association Emerges -- The European Network for Ombudsmen in Higher Education began holding annual meetings in 2002 and has become a leading organization for university Ombuds around the world, not just Europe.

Viewed in the long term, these highlights point the way toward a bright future for Organizational Ombuds. Happy New Year, everyone!

BIOA Offering Ombuds Training and Certification

The British and Irish Ombudsman Association is offering two new qualifications: Professional Award in Ombudsman and Complaint Handling Practice; and Professional Certificate in Ombudsman and Complaint Handling Practice. Both programs are offered in conjunction with Queen Margaret University in Edinburgh and are aimed at practicing Classical Ombuds. The coursework for the Professional Award and Certificate is based on the 12 BIOA recommended complaint handling standards or competencies:
  1. Complaint assessment and alternatives to investigating
  2. Effective investigation
  3. Reaching and acting on findings
  4. Providing a high impact service that is responsive, transparent, empathetic, authoritative, standards based and proportionate
  5. Operating within legal and procedural frameworks
  6. Communicating effectively
  7. Producing clear, unambiguous written documents
  8. Effectively managing data
  9. Researching, managing and presenting knowledge and information from a variety of source
  10. Maintaining personal security and safety and being alert to the security of others
  11. Managing your own resources and professional development
  12. Working together and promoting diversity
The Professional Award is a four-day course; the pilot offering took place in early October. The Professional Certificate is a five-day course and will be offered twice in February 2010. IOA Unveils Certification Program for Organizational Ombuds

The International Ombudsman Association has launched a new website with details about the Board of Certification and the CO-OP (Certified Organizational Ombudsman Practitioner) designation. The Board of Certification will, “promote, examine and maintain standards for the advancement of organizational ombudsmanry. It does so by identifying--for organizational ombudsman practitioners, their organizations, and the public--those organizational ombudsmen who have voluntarily sought and obtained certification.” The new website outlines the certification process, explains board and certification policies, summarizes the development of the examination, and identifies the board members. The first exam will be administered November 30 through December 5, 2009 at computer test centers. (CO-OP Board of Certification.)

Directors Appointed to Ombuds Certification Board

The new Board of Certification for Certified Organizational Ombudsman Practitioners (CO-OP) held its inaugural meeting on September 21, 2009. This signaled the retirement of the IOA Certification Task Force and the launch of the new CO-OP Board of Directors. One of the first tasks that was completed was the election of the Officers of the new organization. They are:

  • Diane Dorion, Treasurer
The remaining Board members are David Brubaker as the Public Director, Jennifer [Wolf] Moumneh and Al Swenson.

The CO-OP Board will be populating standing committees on Appeals, Eligibility, Finance, Nominating and Professional Practices. In addition, communications and marketing teams will also be established to keep members and the public informed about the Ombuds certification program.
