Coastal Carolina University Ombuds Issues Report

Charmaine Tomczyk, CCU's first Faculty Ombuds, reports that campus demand for her services has continued through the end of her second year in the position. She said that, "The range of workplace concerns and questions has expanded as Coastal Carolina continues to transform into a larger institution with more employees, more opportunities and more challenges."

Tomczyk reported 47 visitors during six-month period from mid-December through mid June, compared to 54 contacts during the first 18 months of Ombuds office operation. Using the IOA Uniform Reporting Categories, the three top concerns and issues were: Evaluative Relationships; Career Progression and Development; and Services / Administrative Issues. Civil Service on track in transformation plan

The people do not only expect services but prompt and efficient services from the civil service as they move forward and become more enlightened to become members of a developed society by the year 2020 and beyond. 

 Generally, they are becoming more conscious of their rights and privileges as Malaysians of Anak Sarawak and nurturing high hopes, aspirations and ambitions to achieve a much higher level of progress in the next decade.

Obviously, the transformation in the attitude of the people necessitates members of the civil service in the development administration to make conscientious efforts to build up their capability to cope up with the expanding challenges ahead.  For example, every department is expected to think how they can hasten the pace of the development and spend their expenditure efficiently according to the budget.


The Federal Government, recognizing the fact that a lot of the implementation of development projects cannot meet the expectation of the people, is in the process of implementing the Government Transformation Plan (GTP). It takes cognizance of the fact that the implementation of some of the development programs does not happen as quickly as what the people want them to be.

The GTP may entail drastic change as it cannot be made in tit bits anymore in order to make the national level administration realizes the necessity to become result orientation and not just monitoring how much money is being spent from time to time. The approach of results orientation requires feed back that demands members of the civil service to be observant in detecting changes in the way people want to interact with the government on the ground.

Understandably, the Government Transformation Plan (GTP) that has been launched by the Prime Minister, Dato Seri Haji Mohd. Najib Tun Abdul Razak, is the beginning of a bigger thing for the Civil Service both at the Federal and State levels towards the year 2020 and beyond.

Undoubtedly, the Prime Minister is very serious in trying to tackle problems that have become bigger because the adjustments that have been undertaken have not moved in accordance with the expectations of the people.  Basically the government, through the civil service, must find ways to overcome problems like changing the methods by which to grapple with the problems of change in the country.

But thanks to all the correct orientations in the State civil service, the transformation plan in Sarawak should be less heavy than what it should be.  For example, the State civil service has adopted many work processes, pursued changes in the working systems, the adoption of latest technology and introduction of other measures to enable members to work with greater efficiency. Besides, the civil service has also introduced some measures by which members can benchmark their success in adopting some the best management practices in the services of the people and country.

In this respect, members of the civil service, who have been encouraged to attend courses, seminars and workshops on modern administrative and management practices organized locally by management gurus from America, Japan and other countries, could become more amiable in adopting the best world practices that can suit local situation.  Basically, the civil service must remain dynamic to be able to adjust to greater changes harmoniously with the aspirations of the people to adopt new ways of living in the future. Hence, members must continue to arm themselves with lots of options in instituting changes to ensure that they will be more realistic and efficient in doing so.

Understandably, the process of transformation has been going on quite well in the State Civil Service.  All the recognitions and awards that have been received by some departments and agencies speak very well of all the changes that in the civil service. For example, the Quality Control Circle (QCC) is being replaced with Innovation and Creativity Circle (ICC) with the emphasis on opening the minds of civil servants and exposing their organizations to changes. All the people, who have been involved in this transformation, deserve to be congratulated. However, there is no such thing as stopping or arriving at a destination in the process of transforming the civil service. It has to move on all the time to cope with changes and meet the rising expectation of the people.

Generally, members of the civil service have been able to expedite the administrative processes by adopting new work processes. This is uniquely Sarawak way to cope up with changes and increases in the volume of work and develop correct attitude in facing the challenges in the world market. Sarawak is fortunate to have started with the development of the economy through timber and oil industries to enable it to gain some experiences in the world market, which, among other things, demands a very high standard of efficiency in the management systems.  

Quite obviously the State Civil Service has already attained a certain level of success in preparing members to face the challenges of the globalize market. The Civil service, thanks to the co-operation and hard works of leaders, has been able to commence a process to put Sarawak in the position to compete in the world economy. The emphasis, since the end of the 80s and early 90s, was to computerize systems in the State civil service. Members were encouraged to use of computer in their works in order to increase productivity without necessarily recruiting more officers as had been the practice in the past. Then it was not easy without the expertise in ICT. Therefore, relevant officers had to be tasked to study and develop ICT infrastructure for their respective departments or agencies.

World recognition

Understandably, the State Government decided that priority must be given to Land and Survey department to develop its ICT system. The department deserves our congratulation for The success of its ICT system LASIS or Land and Survey Information system has already won world recognition. As most of development projects require land, LASIS plays very important roles in getting the land ready for various agencies to expedite the implementation of their projects.

The applications for land for projects in the forms of land acquisition and administration and changes in rights of land utilization can be processed systematically and expeditiously. Otherwise, if the applications were to be processed manually without LASIS that came about with the successful transformation of Land and Survey department, most of the projects could be stalled or abandoned.  

Besides, efforts were also made to re-orientate SEDC to move closer to the people taking cognizance of changes in requests for development from one of asking for minor projects to those of participating in the process of development. They had already shown their interests to exploit opportunities that were being created in the development of the economy to improve their livelihood.  

Hence, SEDC has to change its approach from one of trying to meet requests of the people for assistance to that of preparing them to participate in the development of the economy through their own initiatives and efforts. In other words, the concept of participation in the process of development has to be upgraded from one of being passive to that of becoming more positive.  It entails changes in the mentality and attitude of both the officers of the corporation and the people as their clients.

The State Government, after taking into consideration the capacity of JKR in handling multiple increases in the volume of workload, also decided to privatize some of its functions.  The government could no longer rely mainly on the capacity of JKR, which had been tasked to build roads, bridges, public buildings and implement other projects. Generally, the roles and functions of the department had to be reorganized in order to cope, for example, with increases in the volume of workload and growing sophistication in the contract and tender system. The state has to mobilize and use the strength and capacity of the private sector to accelerate the pace of development.

Generally, the people want improvement in the services being given to them. Hence, members of the civil service, though they do not take party in politics, have got to be more sensitive to political changes and appreciative of the aspirations of the political masters.  Politicians, on their parts, must also realize they are the important parts in the understanding of aspirations and rising expectation of the people. They can no longer adopt the attitude of leaving everything to the Civil service. The days of “I want it done, I don’t care how you do it” are over.  The State has reached the stage of development that emphasizes on the ability to implement projects for results, which mean recognition of conditions on the ground and understanding of the overall objectives of the development plans for the benefits of the people.

Assuredly, members of the civil service will not be asked to perform the impossible or throw by the road side development plans that have taken months to prepare just because some fringe groups want them be changed completely. They must position themselves to be able to evaluate that most of the fringe groups, like the opposition, do not understand the objectives of the long-term development plan for the country. For example, the more aggressive ones, now coming in increasing number from outside, want the local people to move to the same place as those in America and Europe. They are only interested to involve in politics to get power.  Rightly they should be taken merely as a pin of salt.

Basically, the people will be given their rights of share in development based on the capability of the country to do so in accordance with the doctrine that right is respected within the realm of reality or within the capability of the country to deliver. In other words, the government will endeavor to deliver what is within the capability of the country to do so.  Hence, the Government must stand with some courage to serve the people within the capability of the country.

Undoubtedly, since the late 80s, the State Government has been able to carry out a process to re-organize and re-energize the administration in order to cope with modern changes and aspirations of the people. Even in the early years of Independence, the Civil Service tended to be quite rigid, the legacy of the strict colonial set up, in implementing change. Now the members, leaders in particular, are more imaginative in ways they tackle the problems relating to their services.

Journal of IOA Seeks Corporate Ombuds for Editorial Board

David Miller, the Editor of the Journal of the International Ombudsman Association, is recruiting IOA members from the corporate sector for the editorial board.

In a recent letter Miller said:
As you can see from the recently published JIOA Volume 3 (2), the JIOA has an editorial team of reviewers who provide essential support to the process of anonymous reviews for received manuscripts. All manuscripts received by the Journal undergo anonymous review (each paper has three reviewers, on average) – including those that have been specifically commissioned. Accordingly, as we are an electronic publication not bound by size or page numbers, when we receive many manuscripts, we need many reviewers.
In requesting reviews, I try to have a balance of sectors scrutinising each manuscript – e.g., education, corporate, international. Unfortunately, the corporate sector is under-represented in our reviewer panel, so this is to invite interested ombudsmen to notify me if they would be interested to join this illustrious group! I know having more ombudsmen from this sector would not only ease the burden of reviews somewhat on those already doing so, but it would also help ensure balance and relevance of the Journal for all IOA members.

William Mason: JHU Laboratory Ombuds

William T. Mason III, the Laboratory Ombudsman at the John Hopkins Applied Physics Laboratory, passed away November 1, 2010. A memorial service will be held on Friday at 11 a.m. at St. Mark's Episcopal Church in Highland, MD. Mason helped patent a high altitude reconnaissance vehicle in 2006. (Washington Post; USPTO.)

Ombuds Summarize Workplace Bullying Concerns

In the September issue of the Labor and Employment Relations Association newsletter, Lydia Cummings and Mary Rowe write about what they have heard -- directly and from other Organizational Ombuds -- about bullying at work. Cummings and Rowe report on words used to describe people perceived as bullies; behaviors of (alleged) bullies; what (alleged) targets feel; and experiences reported by (alleged) targets.

In addition, the Ombuds offer some suggestions for employers of alleged bullies. They say that, "Employers should address complaints of bullying fairly—with regard to the rights of all who are involved—and in a timely manner." Cummings is the Ombuds for Harvard University; and Rowe is the Ombuds at MIT. (LERA via MIT Ombuds.)

State to plant more trees to reduce impact of climate change

Generally, the local environment is still quite clean and healthy.  Thanks to the policy of the sustainable management of the resources that has been adopted by the State Government since the 60s. The policy was formulated based on the recommendations of FAO, which had made forestry inventories during the period from 1969 to early 70s.   Basically, the State Government has made the commitment to exploit the resources properly to ensure that they will be sustainable and shared with other people apart from serving as steady sources of income for the State.  

Undoubtedly, the State has laid a strong foundation, in the overall task to preserve the forests as a healthy green place for the younger generation.  It has been able to perform better than any other producing countries in using forest resources as sources of revenue. Even the private sector has become more convinced that sustainable management has become a way of life in the timber industry, not just a form of management. At least six big companies have adopted forests, not as something to be exploited in short run, but as sources of renewable resources, which must be developed with long-term policies. 

The State government, in implementing the policy, has also been making conscientious efforts to inject more intellectual power into Sarawak Forestry Corporation and Forest department in enforcing a proper system to bring about stability in the development of the local timber industry. For example, Sarawak Forestry Corporation has come up with a clear guideline to move in a direction towards making Sarawak a clean and environmental friendly place. The timber industry must be developed with greater usage of research findings and employment of better qualified people.

Besides, what is often overlooked by some unfriendly local NGOs in particular is the fact that 9 million hectares of land out of the State’s total land surface of 12 million hectares can still be considered as primary and secondary jungles. Of the total acreage, 6.4 million hectares are being preserved as permanent forests. In other words, more than half of the total land surface of the state can be considered as perpetual forests.

Sarawak, with a vast land surface, is believed to have more than 26 million trees now. However, the State must not be complacent in the overall efforts to protect the environment that may have adverse effects from the global climate change.  The world has already witnessed during the past few years certain regions having recurring floods while others, severe droughts. This is the danger confronting countries in the world including Malaysia today.

Therefore, necessary steps must be taken to reduce the impact of climate change to the State and country.  All the people must be involved in the campaign to protect the environment in order to protect the health of the people.  His late wife, Datuk Patinggi Hajah Laila used to be a very firm believer that the state must have a broad base approach to preserve the environment.

Understandably, the state government, now having a strong financial position, is keen to implement a more aggressive approach in tree planting program as a way to preserve healthy environment in the State.  Six types of trees have already been selected to kick start the campaign to plant relevant trees at certain locations and environment. For example, the trees now being planted along Gambir road riverside walk have been intended to provide sufficient shade to the area. The riverside walk, as a public area, must be made more attractive in order to encourage the people to walk as a way to promote health among them.

The process of climate change, though not widely understood by the people, is likely to affect our livelihood. For example, the ice cap in the North Pole and the surrounding areas, now melting, is increasing the sea water level. This presents a threat to nations like Malaysia that have low levels of the sea. For example, a large proportion of the local population resides in coastal and delta areas or areas that have been filled up by silt and mud over the years. The State has more than two million hectares of muddy and soggy coastal areas or areas that have been filled by silt and mud.


Common concern for climate change

Hence, the State cannot afford to be indifferent towards effects of climate change on the people. In this respect all the people should be more concerned because the consequences of climate change may be irreversible if we do not take corrective actions fast and promptly; we must take notice of all these changes.  As the world climate has changed, the tropical and temperate climates can no longer be separated any more.

Instead, the State must have a more aggressive approach to keep Sarawak green.  In this respect, conscientious efforts must be made to plant more relevant trees at certain locations throughout the State. For example, certain areas could be planted with big trees, while others may be planted with low but leafy trees.  Besides, efforts must also be made to plant trees that can bear fruits in order to attract birds to return to urban areas in towns and cities.

Generally, the local towns and cities like Kuching, Miri, Bintulu and others each will continue to experience rapid growth in the population that require proper ways to protect the environment. Though Sibu has been experiencing a net deficit in the growth of the population, it should be able to experience positive growth with the development of SCORE. It can be anticipated that Mukah and Tanjung Manis will also experience rapid growth in the population with the development of SCORE towards the year 2020 and beyond. All these places, in anticipation of bigger population, must have concrete plan to plant more trees in order to preserve their environment.

This year’s tree planting campaign with the theme “One Malaysian One tree” is most appropriate primarily to make the people realize the importance of trees to the environment and involve actively in the campaign to plant them. In this respect, the participation and involvement of the private sector, teachers, civil servants, tour operators and government departments and agencies that are involved in the promotion of public health, in the campaign is very important. The campaign to keep rivers clean must be also continued as part of the overall efforts to keep the environment clean and safe.

In this respect, the City Hall for Kuching City North has been asked to set up Trees and Fruit trees study and dissemination centre. An allocation of RM5 million to DBKU has been set aside for this purpose. The young trees can be distributed to other towns and secondary towns throughout the State. The centre must ensure that there will be sufficient young trees to be distributed during the campaigns to plant trees throughout the state. Other local councils or municipalities, those with big areas within their jurisdiction in particular, are also encouraged to initiate and carry out their own campaigns to plant more trees.  

The greater Kuching city that includes MBKS and a bit of Padawan Municipal Council must have a proper centre of good trees  in order to support  tree planting  activities being carried out in other towns and cities throughout the state.  Besides, efforts must also be made to   compile of radiation of other cities like Singapore, Jakarta, Bangkok or even China to enable us to evaluate the effects of growth of industries in those cities. That should convince us to be more appreciative of the necessity to plant more trees in order to sustain the green process in the State.

In this connection, schoolchildren, who will face the problems of having bigger population in future, must be encouraged to involve in the campaign. They must be made to realize and appreciate the need to have healthier, greener and cleaner environment in their towns and cities for the people in future.  They must appreciate the need to organize more activities to protect their environment. If the schoolboys and girls are committed to efforts to plant more trees, the State should be able to have more than 26 million trees in a short period.  The state should be able to have more with trees that have got their own functions and are well suited to the planning and designs of local cities and towns during the period.

Obviously, there is a need to plant more trees now in anticipation of the degeneration of the environment due to climate change, which is the direct effect of global warming. Hence, all parties must work together to carry out a more aggressive approach in the continuous efforts to plant more trees based on the theme One Malaysian One Tree in order to keep the State and the country green.

The new approach must be bold and more scientific in nature. The success will depend on efforts to pool the energy and resources of the people at all levels of the society regardless of whether they are rural or urban areas. The state must have a concrete plan for the good green process for all areas, including rural areas though they may still have some trees, in order to remain green as the state enters into the era of massive industrial development towards the year 2020 and beyond.

In this regard, members of SABATI (welfare body of wives of Ministers and Assistant Ministers) must be congratulated for their active involvement in the campaigns to create public awareness among the people on the importance of trees to the environment.  Obviously, the ladies are very concerned about trees and their effect to the environment. They are very concerned that the state must have more and more trees in order to sustain good environment for healthy living for the people.
